- Permanent resident of Punjab with valid CNIC
- Applicant, spouse or dependent children must not own a plot or house anywhere in Pakistan
- Can apply only for schemes in own district
- Clean criminal record and not a bank defaulter

In Jhelum, allotment letters for free plots were handed out. Of 5,942 applications, 4,303 were eligible and 730 were picked by computerised draw. Winners can get a Rs1.5 million interest-free loan.
